Cruise control retrofit for 2019

I read in another forum that a Fiesta that comes without factory cruise control could be retrofitted by buying a steering wheel and changing one line of programming in the PCM. I had the dealer try that. They couldn't bring up the section on cruise control for reprogramming. Does anyone know what I need to do to get the cruise control to work?
